If I remember correctly, he appears in the credits at the end of older Popeye cartoons as well.

well it seems max fleischer could also draw but i wonder why he needed help drawing the betty boop cartoons?
yes grim natwick first created betty boop ... or first drew betty boop by using a picture of helen kane
but max fleischer proberly upgraded her, becuse grims betty and max fleischers betty are alot the same but diffrent in a few ways
max fleischer was a genious and will always be remembered for all his creations
ive seen a few of them stone age fleischer cartoons im unsure if dave fleischer directed them becuse i didnt read properly
but most fleischer related things are intresting also the style of how the characters look, the eyes look very very great in earlier cartoons
and thats proberly what inspired creator of astro boy the betty boop eyes, he did like alot of disney and old american cartoons and that started manga off and now manga/anime is a massive craze

In this short, Max Fleischer's sedulous drawing hand sketches cartoonish illustrations based on eccentric news stories that have been reported by the
...
Associated Press. Instead of simply opting to present viewers with a set of complete drawings, Fleischer draws each illustration as the narrator provides the details. As one will see, this style is effective as it allows Fleischer to perform some very good comedic timing.

Light fluffer stories as drawn (not really animated) by Mr. Betty Boop himself, max fleischer. These stories, which are 'drawn on the news wire' basically
...
are human interest stories (aka, how you can marry while 2000 miles away, a clumsy gasoline attendant and some, uh, interesting ways to repel a shark attack) while Max Fleischer draws out a picture. 'Drawing' maybe to broad of a word though, as the pictures are totally oversimplified in the drawing. aka, Max draws a line, a whole box appears. LOVE the optical illusion of the Nevada though. For Fleischer fanatics mostly, but others will be amused as well.

almost from dawn of movie animation, cartoons were used for propaganda and education . This film is by the legendary cartoonist, max fleisher and is the
...
only film in this genere by him that I have seen. I found it witty and entertaining and giving glimpses of history..Therefore I recommend this 6 minutes of amusement from the year of 1943. approx.
